The commission found Manchester City guilty of all charges relating to serious breaches of the Premier League’s financial rules over the period from 2009/10 to 2017/18. It also upheld three of four charges concerning the club’s duty to co-operate with the league’s investigation.

What the commission found

According to the Premier League, the commission found that Manchester City used commercial arrangements that misrepresented the true agreements between the parties, allowing the club to report higher revenue and lower costs. The league said the effect was to inflate revenue and reduce costs by more than £900 million over the period examined.

The commission also found that the club filed misstated accounts, concealed the true state of its finances from auditors and football regulators, and breached Premier League and UEFA spending limits. The Premier League began its investigation in December 2018 and issued its complaint in February 2023. The independent commission later held a 42-day hearing that concluded in December 2024.

Manchester City denies wrongdoing and disputes the commission’s conclusions. The club said the disciplinary process remains incomplete and that it will challenge the ruling through the appeal mechanisms available under Premier League rules.

What the Manchester City appeal can change

Under Section W of the Premier League rules, an appeal is heard by an Appeal Board. The Premier League says that board can allow or dismiss an appeal, or make another order within its powers, including varying an order made by the commission.

The sanction stage is separate from the findings already published. The Premier League says the commission has broad discretion over sanctions, with the rules allowing measures including fines, points deductions and other sporting sanctions. No penalty has been confirmed as of October 2.

FA responds as proceedings continue

The FA said it will take action where appropriate but will not comment further while the Premier League proceedings remain ongoing. The Premier League has said it intends to conclude the remaining process, including any appeals and publication of relevant decisions, as soon as possible.
