Refresh
Refresh is the general term for resetting one or more cooldowns so affected abilities or items become available again sooner than they would through normal waiting.
What is Refresh in Dota 2?
A refresh effect resets cooldowns under the rules of its specific source. Some refresh mechanics affect many abilities and active items, while others reset only specific spells or categories. A refresh can therefore create an immediate second use of an important action, but it should not be assumed that every refresh affects every button on the hero.
Refresh is about cooldown state rather than mana. If a refreshed spell still requires mana or another resource, the hero must also be able to pay that cost. Likewise, refreshing a cooldown does not automatically restore charges or other limited-use resources unless the source explicitly does so.
How Refresh is used in a match
Refresh effects can dramatically change fight sequencing. A team may commit defensive resources after seeing a major ultimate, only for the enemy to refresh and use the same threat again. Players with refresh mechanics therefore think about whether they have enough mana, positioning, and time to make a second cast valuable.
Opponents respond by counting not only the first cooldown but also the possibility of a refresh. This is especially important when a hero is visibly building or carrying a known refresh source.

Refresh is not cooldown reduction. Cooldown reduction makes future cooldowns shorter, while refresh resets an existing cooldown under the source’s own rules. Refresh also does not automatically restore mana or health.
